BART To Outsource Train Construction

The Bay Area Rapid Transit System is preparing to spend three billion dollars to buy new BART cars to replace its aging fleet. Three foreign companies are bidding on the project because there are no more U.S.-based subway car manufacturers. The foreign companies have plants in their country which employ U.S. workers, but none has facilities in the San Francisco Bay Area. Sabrina Jacobs reports.
