California Governor Jerry Brown has unveiled his new state budget plan. It includes almost one and a half billion dollars in cuts to welfare and child care programs for the poor. The budget proposal also holds out the threat of a five billion dollar cut to public schools if voters reject Brown's tax initiative on the November ballot.
