Civil rights lawyers asked a federal judge to order the Oakland Police Department to follow its own crowd control policies. Attorneys for the American Civil Liberties Union and the National Lawyers Guild said Oakland police used excessive force against Occupy Oakland protesters and could do it again unless the court steps in.
