Los Angeles County Supervisors has voted unanimously to create a citizens commission to review the use of force in county jails. The Board also formally asked Sheriff Lee Baca to make about a dozen changes in custody procedure, including installing cameras, to clamp down on alleged Deputy abuse. Dan Fritz reports.
