A proposal to financially stabilize the University of California with potentially massive student fee hikes generated controversy at a U.C. Regents meeting in San Francisco. The proposal could raise U.C. tuition by up to 16% a year over the next four years, increasing annual tuition from its current $12,000 to as much as $22,000.
