Governor Jerry Brown is vowing to support a ballot measure to fund his "prison realignment" plan. His new realignment law will begin shifting low-level offenders from state prisons to counties beginning October 1 under a program funded with five billion dollars for the first nine months. Counties will be faced with how to deal with thousands of new offenders diverted from prisons. Prisoner rights advocates will be watching how counties implement the program.
