Managers Selling State Water At Bargain Rates

After several years of conflict surrounding water allocations to farms, cities and the Bay Delta -- California this year has plenty of water. Thanks to heavy rain and snow throughout the winter and spring, rivers and reservoirs are full. Water system managers are selling the water at bargain rates to Central Valley farms and Southern California cities. But the conflict over water has not abated. Vic Bedoian reports from Fresno.
