The California Air Resources Board has unanimously upheld a cap-and-trade system for the state. The issue of cap-and-trade has split environmental groups. Some, including the Environmental Defense Fund and the Union of Concerned Scientists support the system to help lower carbon emissions. Environmental Justice groups fear it could actually worsen air pollution in already suffering areas. Dan Fritz reports.
