Governor Jerry Brown has signed the first part of the California Dream Act. The new law allows undocumented students an opportunity to receive private financial aid at California's public colleges. Debate continues over a more contentious bill that would allow these students access to public funding. Author Gil Cedillo says Brown’s signature is a victory for the state’s undocumented students who were barred from most forms of financial aid at public colleges and universities.
