The California Public Utilities Commission says it plans to fine Pacific Gas and Electric up to $1 million per day for failing to turn over key safety records about gas pipelines like the one that exploded in San Bruno last year. The PUC's request forced PG&E to comb through millions of documents for safety records--and now the utility says it cannot find pressure tests for some of its gas transmission lines, including for some sections of the same gas line that claimed eight lives in San Bruno.
