Los Angeles Mayor Antonio Villaraigosa today signed off on a nearly 7 billion dollar budget. The budget largely avoids layoffs and mandatory furloughs because most city workers agreed to concessions on their pensions. Pacifica's Dan Fritz reports from Los Angeles.
