Republican legislators have formed a new caucus vowing to oppose any tax hikes -- and to block Governor Jerry Brown's plan to put tax extensions on the ballot in June. Meanwhile, a Democratic lawmaker is introducing a measure to hike taxes on the wealthiest Californians to preserve education and safety-net health and welfare programs.
